If Lockdown is supposed to be the bigger PPV, then they definitely should have done Sting/Roode there instead.
Well, I think the idea is that Roode vs. Storm is actually the match they have been building to longer and want to focus on. That being said, I kind of agree with you. Storm going over Roode in a straight-up one-on-one match at Victory Road would be a great moment. Storm then defends the World Title against some other dude at Lockdown while Sting faces Bobby Roode in a match with Sting's career on the line or something.
