I think he has discussed why he thinks Cena gets the reactions he does... He's mentioned the people "being able to smell bullshit", Cena being shoved down the crowd's throats, etc. He's actually done less "I'm gonna kick your ass" than your letting on and more of that stuff than you're letting on. As if the lady parts, (random reference) bitch, and such AREN'T just part of Rock's repertoire.
I feel like you just WANT Rock to say specific things and if he doesn't it's automatically "HE'S BEING HELD BACK!" It's basically a win/win for him because of the preconceived notion that he's a God and lose/lose for Cena because of the preconceived notion that he's not The Rock.
