No, there are likely going to be people who do not try it seeing as how the feature that made it possible for an instant lock-on kill is going to be completely taken out. Those who do try are idiots.

Again, the point of quick-scoping is to get a moment of aiming where it's an instant, lock-on kill. If they took that feature out I don't see how someone who knows that feature has been taken out would try something like that.
If they do, then it's most likely an instance of just having fun and screwing around. No one would attempt a quickscope for an advantage if it has been taken out of the game.
