Might be related to the former IW bosses "hating" Treyarch and not wanting to use anything they've work on. Also really hated them for being able to modify an engine they said was impossible to do.
Same reason why no Zombies in MW games and their refusal to fix the multiplayer while Treyarch games had stuff hated from a MW game fixed up a bit for their games.
