Unfortunately you're right, and that's the nature of the business. Guys like Cody Rhodes won't get the chance to reach that 'next level' when they bring back older guys for every Wrestlemania. Well the simple solution is to keep building someone like Cody up on the upper-midcard to get him ready to be put over by the established main eventers. The problem is WWE dropped the ball for so long on putting new guys over that there's just a huge gap and then they have to scramble to try to fill it quickly because they now realize they can't afford to take the proper time to put people over.
And that's when you get guys like Jack Swagger winning world titles in an "Oh fuck, we're really running out of time to get new guys over... umm... umm... here's this guy? No? Alright, fuck! *takes title off of him*" situation.
