Yes, HHH wrestled in pig crap and if he'd then just come out and wrestled for the next year I guarantee nobody would have cared about him. You give him DX, fueds with Owen Hart, The Rock/The Nation, etc, etc and people invest in the character.

At the minute, Primo/Epico (and all other tag guys) have no character, no fleshed out backstory, no reason to be fueding with anybody, nothing for the audience to get hooked by.

Being on TV and putting on great matches is one thing, having character and a story is another thing entirely. Look at Daniel Bryan, he's 10x more over with this character than he was as a "great wrestler".
