And, any illegal hit should have been called on the field and a fine/suspension should have taken place when it happened..

Pretty much be Goodell having to admit he (or the NFL in general) fucked up and wasn't protecting players..

As I said, I'm sure teams like the Steelers had more penalties than the Saints..
