Pretty much. After the hoopla of the 1000th episode is over, poor Heath Slater will be back on Superstars if he's lucky.
The reason he "gets" to job is because he is just so god damn unlikable. Putting a trusty heel like Ziggler or even a reliable face like Ryder would get a lackluster reaction on live TV. Someone who everyone just hates like Slater is a guaranteed way to get a positive reaction for the returning guy and gives the One Man Band a little bit of coating for his career.
