This WWE title match should be win/win as far as taking steps to legitimize the title again.

At this point, you've either got Cena getting it back which, love it or hate it, put the title on the biggest full time star in the company. Or you've got Punk getting the high profile match against "the man" and retaining which should catapult it back up a level by saying (kayfabe-wise) "The title doesn't belong to the 'top guy' in Cena but only because Cena failed to beat him for it. Therefore Punk can make a claim to being the new face of the company. To be the man, you've got to beat the man. And he did."
