I don't think Hoyer would have had much trade value. I've looked around the league and the vast majority of teams now only keep 2 QB's on their roster - the only times you don't see that are if your QB is an injury risk (Eagles, Broncos, etc.) or if your QB is unproven.
The dropoff between the starter and backup in the NFL is so huge that you're pretty much fucked if your QB goes down. So it's not really worth eating up an extra roster spot on a 3rd QB until you have to.
