ItsmeJD post was at 09:42, so unless he voted then waited half an hour. the vote was after the official cut off point. At the time of the cut off point The Rock had 34 votes to Hart's 33. Therefore The Rock is the winner of this contest.
I would also like to point out that Supreme voted for Hart, so his ruling on this issue must come under further scrutiny than if we could assume his neutrality.
