There was a point where the feuds for the IC Title got more exposure and were more entertaining than whatever was going on with the WWF Championship.

Case in point: WrestleMania 10. Bret won the Championship, yet everyone remembers that ppv because of HBK and Razor's Ladder Match for the IC Title.
