The IC Title did used to get more exposure than the WWF Title, mainly in the early days of Raw. I think that actually made the WWF Title even more over. The IC Title was regularly the main event on Raw. Tons of exposure and treated like a big deal. The WWF Title was more over as you had to pay to see it defended. It was like it was too big for free TV. Gave it that "aura" while the focus on the IC Title made it huge as well.
