They have people who are ready now/can be ready really soon without such a low age restriction. They wait too long for most of the guys they have, then go "Fuck it, it's too late for them, they're too old!"
WWE plays too much into the "franchise QB" philosophy to be able to find "that guy". What I mean is, how many #1 picks end up being the face of the football team and megastar passing machine? It's usually the 2-3rd round pick that nobody gives a shit about that steps up and becomes "the man" eventually.
With that, someone like a Ryback or Ryan being pushed to the forefront simply based on their age or look is kinda stupid. They're forgoing incremental builds, and "churning out" approximate 5 year money machines that can replace the last on the promise of trying to find that one guy who will make them rich for the next 15-20 years. They even proved this logic fallable by building who is now "the man", John Cena. They didn't think he was ready when he got the nod... he was just so damn over they gave him a shot, and that was because it was despiration time in finding a younger guy for that spot. Luckily, he had the ability and charisma to keep it rolling.
Then, they seemed to alleviate that issue by bringing in younger talent and building them slow. Pushes that could eventually make it believable that guys like Cody or Kofi or Dolph can be top-tier talent. Then, what happens? They get dropped into midcard hell or demoted to tag-teams that have no real consequence (Rhode-Scholars didn't need to happen... two guys who are pretty over enough as singles heels thrown together for no good reason... as opposed to two other singles competitors not doing anything that could be thrown together as heels for the sake of even getting on TV). Instead, of making touches to polish what they have, they sink time and effort into guys like that Tough Enough winner that we never heard from again (Levine? I really don't remember), or Jayne Cobb.. er, Jackson Andrews. They obviously failed, but boy, they were young and looked the shit for the 30 seconds they were around, didn't they?
Pretty soon, chasing that grail will put them back in the position they were a few years back, when the Cenas and Ortons- ironically, the "experiments",- were pushed because they needed guys to step in for the 'Takers and Rocks.
