If a person is shot in the head before turning, then there is no brain activity so it's a bit hard for them to become reanimated. Makes sense when you think about it.

Why else do you think Dale didn't come back to life?
Don't know about Dale, but pretty sure there were dozens of zombies with head wounds out there before.

And Dale probably didn't come back as he was already turning.
