The thing about Paul Bearer is he was never in the ring with the Undertaker. i.e. He was never in a wrestling match with him, and I'd personally prefer that the Undertaker be inducted by a guy who was actually in the ring with Taker and worked with him. By doing that, the wrestler who is picked can talk not only about Taker as a person but Taker as a wrestler as well.
The Undertaker also really helped put Foley over so to me Foley is the best and ideal choice.

I remember first seeing the Mankind character and he would fuck up Taker for week after week for quite a while at first. Even the creepy piano exit music that was different than the entrance music was an awesome effect. Between that, the screams during mandible claw, and repeatedly ripping out his hair, that character truly was one of the first to have Taker taken to the edge. I don't even need to mention their HIAC match.
