They dont mean that you wont get access to all equipment until certain prestige is met, they mean that you wont be given enough unlock tokens to unlock EVERYTHING during the first go arounds.

Before, you never really worried about what you want to unlock during your rank up because in the end, you knew they would give you enough to have everything by level 55 (or whatever cap the game had)
