Then, suddenly, he's on Heat duty... meanwhile, they tried to build Rodney Mack up: basically a black Tazz, at the same time they're burying the real one. Would be like (hypothetically- I'm using some anacronisims) if they pushed a debuting Jack Swagger as a major player now on RAW while still having Kurt under contract and jobbing out on NXT.

Rodney Mack was well after Tazz was retired and announcing. And Rodney was nothing like Tazz...Not sure at all what you are getting at here.
