I think this is going to end up being some elaborate rouse between Merle and the Governor. I remember the Governor saying something about them needing an "inside man" for the prison. Although he said Daryl could be that guy, I believe the public denouncement of Merle was to win his brother's trust knowing that Daryl would take Merle back with him and lead to the eventual double crossing or something to that effect. I just don't see the Governor being that irrational all of a sudden.
