Not every weapon but damn few of them get away without any mods. Mostly melee and energy weapons.
As for House being a bad guy....eh. The only true villains in this game are the Legion. And that's only because there had to be something to take the place of the Enclave in pants on head retarded way of living. House only wants what's best for New Vegas and he thinks he knows what's best. I don't agree with killing the BoS even if they are a threat. They're bottled up in Happy Valley. They're not coming out. And they've got access to very advanced tech. Haul 'em out of there and use them. I mean he's willing to use the Boomers why not BoS?
