He was never meant to be face. The turn in the crowds cheering for the bad guys and booing the good guys is what made him face. This is a pinnacle of when the wrestling fan dynamic of the business changed in the mide to late 90's. It was taboo and over the hill to cheer the guy with the big muscles that told you to say your prayers and eat your vitamins. Families stopped coming to wrestling events and the working class guys and gals who could relate with Austin's anti corporate, march to the beat of your own drum gimmick is why he started getting cheered. Hence Bret Hart being so pissed off at WM in their submission match when he got booed out the building and Austin was getting standing ovations.
