It was clearly done for Del Rio and other Mexicans. He would not have gone in for his "LA and surrounding regions" contributions.

That said, I have zero issues with that because I recognize that the WWE Hall of Fame is not a "legitimate" entity, but that is just for the purposes of business and entertainment.
