That would really be kicking Bret in his groin, which I heard still acts up from his malingering stage in WCW.

It's not as if Hart can get back in the ring due to his injuries, and his insurance policy would be null and void if he took any bumps. A Bret-Taker match today would just be Bret on offense.
There's no way for Hart to go back and change things, so why claw at his conscience with that regret?
