I have a better idea than that even. WWE creates a rassler called Rumble Man and the only event he rassles in is.........wait for it...........the Royal Rumble. This dude has a mask so pretty much anyone can be Rumble Man. Every year Rumble Man does really well in the rumble but always gets tossed with 5 guys left. Then in 5 years Rumble Man wins and declines to main event WM b/c he only wrestles at the Royal Rumble. Again, I should be a booker. Hire me Vince.
