Expanding the number doesnt alter the match in any way other than expanding the length. These guys are talking about adding gimmicks etc.

The Rumble at its core is a Staggered Entrance Battle Royale which allows a long flowing story to be told in ways no other match can. You can change the spoils (Title Shot, Winning Title, Etc) and the match doesnt change. You can change how many take part as that is not a core theme. But you can go adding stipulations and titles without changing it.

Much like Ladder match is a Ladder match, whether its a title or contract hanging. But adding more stipulations changes it to something else, TLC, House of horrors, Whatever.
