Ya know all the parts that actually dealt with propaganda were treated with satire. They actually went out of their way to make this as heroically neutral as possible. Carter was English, Cap's team was international, Hydra wasn't political but instead over the top evil and crazy. These steps paid off as a film where the hero dressed up as the American flag did very good overseas.
The Iron Man films, actually, are way more 'America hoorah' than the Captain America film.
