Yeah, I always understood the difference being that tribute bands play one band's songs, while cover bands play a variety of other band's songs.
I've seen a few tribute acts that didn't try to emulate appearance at all. I saw a really good Thin Lizzy tribute act, called Thin Az Lizzy, whose lead singer was a bald white guy, which is about as far from Phil Lynott as you can get. The guitarists were a couple of massively fat guys with long hair and beards too.
Some tribute bands put on an excellent show. Our student's union booked the Complete Stone Roses for our Rag Ball, and they were brilliant. I've heard people say they're actually better live than the real band were.
