Because I don't think that's what it was about. The Gov wants to inflict terror on these people who took the one thing he loved. This was a raid, not an all out attack. That's why he took a skeleton crew instead of rallying all of Woodbury. He wanted to inflict some pain and see exactly what he was up against. Towards the end you can see him firing indiscriminately, because he's trying to attract walkers, not necessarily hit anyone. He wanted to hit them, damage them, and keep them occupied until he came back for real.
