Austin, Batista and Cena were built up to a point where their WrestleMania win would be a huge culmination. WrestleMania is the icing on the cake... it still takes that other 11 months of building the star before he hits that big moment that puts him over the top.

It actually requires long term building BEFORE hand. Chris Benoit won it at the main event at WrestleMania. He didn't exactly go on to be a mega star. Til he murdered people at least. That got his name out there. But still.
