According to Ubisoft, the next gen consoles versions of the game will require an internet connection for the game's single player campaign. Its due to all the social features they are implementing in the game with the PS4 also being the reason for the decision.
They did not clarify if the single player will or will not be playable without it.

“ACIVBF will also be available on Next Gen consoles.
