The cap needs to stay right around where it is because it's the main reason there is so much parity. It's not possible to keep all of your big stars forever unless they willingly take less money...and that in an of itself is rare. Guys need to make their money when they can, and they'll go wherever they can get the most guaranteed money.
With rookie salaries now somewhat controlled, now more than ever you need to be able to build a franchise from the draft.
