Waiting to call up top prospects is hardly "cheap". If you wait just 3 weeks into the regular season to make the call up, you get an entire extra year of service time for them. The Rays waited to call up Longoria just as they are with Myers - wouldn't shock me at all if Myers gets a long term contract not long after his debut.
The Red Sox can afford to get away with calling up Bradley immediately because they know that if he sets the world on fire, they'll still be in a position to re-sign him to his first official big money deal.
The Marlins only called up Fernandez because they had an insane amount of injuries, and even then they're getting panned. If they didn't have so many injuries, he'd be starting in Double A right now. Instead they're burning a whole extra year of service time in a season where they're not likely to contend.
