I think you're reading too much into it. Seemingly every guy goes through the same upper-midcard push and then drifts aimlessly for a while afterward. I don't think they're testing him. I think the writers just have ADD and can't focus on pushing more than a few people at once and it leads to everyone getting pushed and de-pushed repeatedly.
