So why not make a division that he CAN be THE guy in. And if by some crazy chance they decided they wanted someone like Sin Cara or Tyson Kidd or Justin Gabriel to fight with the "big boys", they can graduate to the main event or upper-midcard or feud with a non-cruiserweight guy or whatever they want. They wouldn't be stuck there. Just like Mysterio wasn't stuck in the cruiserweight division.
