Triple H was named Chief Operating Officer (a new title, I imagine) because they felt Vince was unfit to run the WWE's operations on a day-to-day basis. So Vince just lost a little power. I get that. But then Triple H was suddenly running RAW, despite Hornswoggle being General Manager at the time and using Michael Cole as a mouthpiece.

Triple H was then boycotted and the Board of Directors gave him a choice between running RAW (despite not being the General Manager) and being a competitor. Triple H chose to compete and was told he could take over RAW again whenever he wanted. He then became obsessed with wrestling The Undertaker, was still COO and is now back as COO and a competitor and struggling with Vince McMahon for control.
