According to Sakurai, the original plans for the Villager was to be as a playable character for Brawl but ended up being removed due to them having problems making him work well as a fighter.
Also revealed the decision behind Mega Man's NES-like appearance was due to the choice of his move set being based off of classic Mega Man bosses. Had they just wanted to use a normal moveset, he would have been given a different look.

Patches are being considered for the game in order to allow balancing updates to be done but only when actual balance issues occur and not because a lot of people online complain or hate a certain character(s).
