Did a quick check and the NCAA still has it listed as a punishable situation if someone gets caught by them.

Individual conferences have a similar set of rules but get to determine how strict or lenient the punishments are for everyone they catch. SEC has the rep of being very lenient while either the Big 10 or Big 12 have the rep of being a lot more stricter.
