Individual conferences have a similar set of rules but get to determine how strict or lenient the punishments are for everyone they catch. SEC has the rep of being very lenient while either the Big 10 or Big 12 have the rep of being a lot more stricter.
Still doesn't change the fact they can legally smoke weed. Hell, just tell them to do it during the season or do like all programs do and give their guys a heads up when the pissman is coming.
