Found this interesting, so I looked into it a little.
Looking at the last 2 years (July 11th to be exact) they've had 8 title switches. James Storm, Bobby Roode, Austin Aires, Bully Ray and Chris Sabin all had their first reign as World Champion.
By comparison, in the same time frame, the WWE Championship changed hands 10 times (Although there was that period around MitB when Punk left and we had 2 champs) giving us 1 first-time title reign (Alberto Del Rio). And don't forget this time frame included Punk's epic run with the belt.
Meanwhile, the WHC (also counted from July 17th) changed hands 10 times and crowned 2 first-time World Champions (Mark Henry - not including his ECW run - and Daniel Bryan).
Can't say TNA aren't trying to make new stars and they're not really playing "hot potato" with their top belt any more than WWE.
