Sony Worldwide Studios president Shuhei Yoshida has confirmed that Gaikai will offer streaming of PlayStation 3 titles to PlayStation 4 across North America in 2014.
In a post-TGS keynote roundtable, Yoshida stated that a selection of PlayStation 3 titles will be made available at some point next year, and that selection will continue to grow over time. Sony wants to have a decent number of titles available at launch so that people have a selection to browse through, like with Netflix.

Square Enix states those that own Final Fantasy XIV: A Realm Reborn will be able to upgrade from the PS3 version to the PS4 version for free. Although there is a catch that once the upgrade is done, only way to go back to the PS3 version is to buy another copy.

Producer Naoki Yoshida told Famitsu that the upgrade will actually be a transfer of log-in rights, and once a player upgrades they will be unable to access the PlayStation 3 version anymore. This means that if you wish to play both versions of the game you will have to buy a second copy.

Some details regarding the Upgrade program were revealed by Sony with the biggest announcement being certain games have deadlines to when upgrades can be done.

And they are! If you buy Battlefield 4, Watch Dogs, Call of Duty: Ghosts, or Assassin's Creed IV: Black Flag on PS3, you'll be able to get the same title on PS4 for a mere $9.99. Sony has detailed the digital upgrade process today.
Disc-based PS3 versions of those games will include a redeemable code, and you'll also need to keep the discs themselves to play the PS4 versions. However, if you're going the all-digital route by purchasing through the PlayStation Store, there's no code redemption -- the PS4 versions will simply show up on the PS Store with the discounted pricing. That sounds like the way to go.
Another concern was how limited this limited-time promotion would be. The dates to keep track of are: January 31, 2014 (Assassin’s Creed IV and Watch Dogs), March 28 (Battlefield 4), and March 31 (Call of Duty: Ghosts). Redeem your code -- which can be done on PS3, by the way -- and purchase the PS4 versions before those days.
