Let me now explain--> This particular PPV featured tremendous wrestling action from the bottom of the card to the top. While 99' does indicate the waning of WCW, this PPV indicated that WCW was going to change...for the better.
Now, I know this is debatable, but each match on that card told a story through wrestling. Thinking about it now, I forgot more than half of the card, but I remember the sentiments I had after watching what I thought was a terrific PPV. WCW was turning the from the lowly corner they were in at the time. I remember anticipating the direction WCW was heading, but unfortunately that direction was halted once Nash took over the books.  Another what if question.

1st Match: CLASSIC CRUISERWEIGHT #1 CONTENDERSHIP MATCH

It was amazing, with so many crazy spots and great moves. Lucha Libre for sure.
2nd Match: Bam Bam Bigelow def. Hak (The Sandman) in a Hardcore Match. Hak climbed on top of a stagecoach that was part of the set and did a flip off of it onto Bam Bam who was on a table AND that was in the first minute of the match. **** 4 Star Hardcore match, many weapons were included.
I forget the rest of the order but it had a shitter in Mikey Whipwreck vs Scotty Riggs but came right back with classic contests between.....
Chris Benoit & Dean Malenko vs Saturn & Raven. ***** I forgets who wins but it was a great match. This match was supposed to be for the WCW World Tag Team Titles but Saturn & Raven cost Benoit & Malenko the titles on Nitro 6 days before to the two men who would face off for the WCW Cruiserweight Title........
Rey Mysterio Jr. (without mask) def. Billy Kidman via top robe bulldog. ********** INCREDIBLE CONTEST. The best spot is where ReyRey does a spinning headscissors on Kidman on the outside of the ring and coming down ReyRey hit his head on the steel steps (for real) and he shows his emotion by kicking the steps violently.
Konnan def. (nWo Wolfpac) Disco Inferno in a good match, very good quality. Konnan hit the 187 but couldn't put Disco away with it. Disco had small comeback followed up by Konnan using the "Last Dance/Chartbuster" aka Stone Cold Stunner (which was Disco's move) on Disco and got the 1, 2, 3. ***
For the VACANT WCW United States Championship (Tournament Final)
Scott Steiner def. WCW Television Champion Booker T via pinfall and help froma golden spike to the throat. Steiner (who was way on riods) was arguing with the crowd for 5 minutes before the match started. Good match, Steiner still had skill. *** *1/2
Goldberg def. Kevin Nash w/ Lex Luger and Elizabeth in a Revenge from Starrcade match. BORING. I hate both. * Goldberg gets revenge on Nash.

Randy "Macho Man" Savage: Special Guest Referee.
Diamond Dallas Page def. (Champion) WCW President "The Nature Boy" Ric Flair, Hollywood Hulk Hogan and Sting by pinning Flair.
This is where WCW's problem was. The year was 1999 and these 5 are still in the MAIN EVENT? Guys like Booker T, Chris Benoit, Raven and Jericho should be in the top spots. Beating guys like Hogan, Macho and Flair. Getting over. But WCW stayed with and failed with these 5 aging dinosaurs. The match was good for what it was. Hogan injured his knee during the match so it went to a Triple Threat where DDP won after help from Macho's elbow on Flair. ***
A VERY GOOD PPV. GREAT CRUISERWEIGHT AND TAG TEAM ACTION. MID CARD WAS SLAMMIN!
But at last the best PPV was WRESTLEMANIA X7
