Finally started playing online. Never played shooters or games like this online, but damn this is addicting. Are the 'story' missions tied more to the JP or character level?

Either way, I'm about to hit level 7, and it is telling me to buy my first garage. Wondering if I should or if I should hold out for a bigger garage or one of the residences. Any suggestions?
