We DEF have to start highjacking more firetrucks and become firemen.

Everyone goes passive first and then call a firetruck. You can still get shot/killed if you're in a vehicle so be aware of that.

And then go around firehosing everyone. If a fire breaks, the fire becomes the priority first.
