I checked there and at the Sandy Shores airstrip. Nothing at either of them.
Rockstar were having server issues that have only just been sorted. It was unable to save my online game so I had to wait it out. Luckily it started saving again but it disabled XP. So I'd do stuff like evade police and get no XP.
