According to Eurogamer, Gaikai services currently on track for a late 2014 release in North America while everyone else has to wait till 2015. As of right now, Sony doesn't know how the redemption process for PS3 games will be on for the PS4.

For those in Europe, Sony has temporarily disabled the ability to redeem codes on PSN as part of launch period stability concerns for PSN.

That includes money cards, product vouchers, PlayStation Plus vouchers; basically anything that has a code. So the three vouchers inside every PS4 and any upgrade voucher are currently useless, locking out more-or-less SIX launch games from being accessed.
