In theory, they could. They had some exciting lower and mid-card talent, and I think that some of their "attitude" could give them an appropriate edge over many of the WWE guys. Plus, the WWE climate could directly affect the way WCW was run.

For example, if Daniel Bryan were over in the WWE with his "YES!" shtick, perhaps Lance Storm would catch fire mocking it in WCW? That would give WCW a fresh top player that never broke through in the actual WCW days.
