I'm from Winnipeg and I just got the network running on my PC & PS4 last night.
What you need to do is go to
www.unblock-us.com to convert your router (4.99 per month), then sign up for the network while converting your postal code to a US zip code. Then, pay for the Network using Paypal, works perfect for me.
