A team for Divas, Tags, Main Event, Midcard championships, and one for "other talent". All would be aiming to make the most compelling show with what they have talent wise. A bit of cross-pollination between the groups would be fine, if a talent gains traction they can be boosted up a group. Say if the "midcard championship" writers are constantly on fire, pulling out the best TV, they'd eventually get a shot at booking the "Main Event" scene.

Or a guy or two they build up get a chance to shine and eventually jump to the main event from the strong booking. This idea makes a lot of sense. Also breeds competition between groups, which is good for everyone.
