With a cap and possible revenue sharing. Luxury boxes, City lotteries, etc a franchise would be viable in Winnipeg. Lots has to happen for it to come true, but it would be awesome.
There's also Bobby Hull's attempt to get another league up to rival the NHL.. That too is a long shot, but if there's a lock out and things go "right" for him, you just never know.
