Why are they in the game? Not counting Sting for obvious reasons, but those guys have not had a match on WWE TV/been on the active roster for years now. And to a lesser extent, Booker T and Rey Mysterio.

Instead of those guys, we could have had Christian, Heath Slater, Sin Cara, Zack Ryder, Zeb Colter or Paul Heyman and Los Matadores. They're the first names that come into my head.
You're always going to get Rock & Austin, and eventually Triple H, blame the Attitude era, but to the casual fan all the guys you listed are more recognizable than half the current roster. And they may as well milk the Legends contracts even if it's the same Legends pretty much year in year out.
